Provision of External Staff and Services in Support of IT Infrastructure and Operations Services at the EIB Group
The scope of this Call for tenders is the provision of external staff members and specific Services to support the activities of the respective organisational units of the Information Technology (IT) Department of the European Investment Bank.
This Call for tenders is divided into three (3) distinct Lots, each Lot representing a different technical domain and scope:
— Lot 1: Provision of staff and services to support IT End User and Identity and Access Management Services at the EIB Group’s premises in Luxembourg and its external offices worldwide
— Lot 2: Provision of staff and services to support IT Infrastructure Operations at the EIB Group’s premises in Luxembourg
— Lot 3: Provision of staff and services to support IT Network and Unified Communication Operations at the EIB Group’s premises in Luxembourg
THIS CONTRACT AWARD NOTICE CONCERNS ONLY LOTS 2 AND 3.
Provision of staff and services to support IT Infrastructure Operations
Mainly onsite at the premises of EIB in Luxembourg and at its external offices worldwide, and off-site for on-call services or near shoring.
One Framework Agreement will be signed with one Service Provider.
Lot 2 covers the provision of staff and services to support IT Infrastructure Services at the EIB Group’s premises in Luxembourg.
IT Infrastructure Operations covers activities in the following domains:
— Server Operating Systems Engineering and Administration Services,
— Linux (including Red Hat), Unix, Windows,
— Virtualization Engineering and Administration Services VMware, Hyper-V,
— Storage and Backup Engineering and Administration Services,
— Infrastructure Applications Engineering and Administration Services LDAP, SCOM, DNS, DHCP, NFS,
— Monitoring, Scheduling, Automation and Orchestration Engineering and Administration Services,
— Infrastructure Operations Services,
— Datacentre Support and Infrastructure Asset Management Services,
— Design and Architecture for Infrastructure technologies Service.
Services will be rendered through onsite presence of engineers, unless otherwise specified.
Provision of staff and services to support IT Network and Unified Communication Operations
Lot 3 covers provision of IT Network Operations services in the following domains:
— Network infrastructure Services,
— Network and Unified Communication Design and Architecture Services,
— Unified Communication Technology Services.
Rules on access to the market:
Participation in this call for tenders is open on equal terms to all natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the EU and all EU citizens).
Procurement procedures of the EIB are not covered by the WTO Multilateral Government Procurement Agreement (GPA).
Tenderers established in third countries (non-EU countries) do not have the right to participate in this call for tenders unless there are bilateral or special international agreements in the field of public procurement between a third county and the European Union in place. In case there is no such agreement, or the agreement does not apply to the kind of contracts put out to tender, tenderers of third countries are not entitled to participate. The relevant international agreements in the field of public procurement are:
— Stabilisation and Association Agreements (SAA) for economic operators established in FYROM, Albania, Montenegro, Serbia and Bosnia and Herzegovina,
— EEA Agreement for economic operators established in Iceland, Norway and Liechtenstein.
The above rules of access to the market apply to single tenderers as well as partners in a consortium of tenderers. It is to be noted that the rules of access to the market do not apply to subcontractors, i.e. a consortium of eligible tenderers could choose a subcontractor from a non-eligible country.
Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge.
