Supply of statistical services in statistical methodology
This Invitation to Tender covers activities related to “supply of statistical services in statistical methodology”.
The statistical services forming the subject of this invitation to tender are divided into the following lots:
Lot 1: Methodological Support;
Lot 2: Methodological Help-Desk;
Lot 3: Technical assistance in statistical methodology.
Methodological Support
The main objective of the lot “Methodological Support” is to provide methodological support in all statistical areas from process design to data dissemination. Most likely, emphasis will be put in the coming 4 years on statistical areas related to data validation, data analytics, data visualisation / dissemination and new methods for new data sources integration (e.g.: big-data or smart statistics).
The volume of the total market for Lot 1 is estimated at 3200 person-days per year of duration, which equals 12800 person-days over the maximum contract duration (4 years).
Methodological Help-desk
The main objective of the lot “Methodological Help-desk” is to provide methodological support in all statistical areas from process design to data dissemination. This lot also covers support to Eurostat"s quality assessment of statistical production processes, evaluation of ESSnet project deliverables, and awareness rising and coaching on current and new statistical methods and tools.
The volume of the total market for Lot 2 is estimated at 600 person-days per year of duration, which equals 2400 person-days over the contract duration (4 years).
Technical assistance in statistical methodology
The main objective of the lot “Technical assistance in statistical methodology” is to provide technical assistance in statistical methodology to the European Commission in all statistical areas.
The volume of the total market for Lot 3 is estimated at a maximum of 850 person-days per year, which equals 3400 person-days over the maximum contract duration (4 years).
You may submit any observations concerning the procurement procedure to the contracting authority using the contact means under I.1. If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within 2 years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu).
Within 2 months of Notice of the award decision, you may launch an action for annulment of the award decision. Any request you may make and any reply from us, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time-limit for launching an action for annulment or to open a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated in Section VI.4.1.
