The purpose of this call for tenders is to provide out-sourced service provision to cover all of the EIB"s security, safety and health needs for all business operations outside of Luxembourg, in line with its business operations and corporate strategy.
This call for tenders is divided into 5 lots as follows:
— Lot 1: Overseas information and intelligence.
— Lot 2: Overseas security consultancy.
— Lot 3: Overseas personnel security & protection services.
— Lot 4: Emergency evacuation.
— Lot 5: Training support.
Overseas Information and Intelligence
Lot 1 is for the provision of global security and medical information to support the client’s operations overseas and to provide bespoke studies on any matter of developing or current security and medical interest.
Stand-alone contract.
Overseas Security Consultancy
The EIB is expanding its global business travel and missions, some of which will be in higher risk environments.
The EIB has nearly forty external offices located outside Luxembourg and is currently increasing its portfolio overseas in Europe, Africa, Central and South America. A full list of the existing sites is provided in the tender documents.
A number of the EIB’s missions will be to rural or remote locations, away from major cities or ports of entry; some of the destinations are areas where there is a possibility of Personnel Security Risk.
The EIB recognises its responsibilities, and is therefore seeking to ensure that adequate support services or foreseen to answer such situation. The services for lot 2 cover the full range of possible scenarios in security incident that might take place.
The tenderer will be expected to have experience of working with a wide range of personnel security risks, so that they have an extensive understanding of how to manage such situations.
Framework agreement
Overseas Personnel Security & Protection Services
Lot 3 is for the provision of protective security services for the EIB’s staff travelling and /or working in the EU and overseas locations except in the EIB’s headquarters located in Luxembourg. It is specifically for the provision of security assistance services for business travellers on mission or external offices staff whereby ground operatives may be required to perform “meet and greet”, security escort, “fixer” services.
Framework Agreement.
Emergency Evacuation Services
Lot 4 is for the provision of evacuation Services to provide emergency transport in the event of a crisis or emergency occurred during a mission or in EIB’s external offices location.
Training Support
Lot 5 is for the provision of specialist and general security and health training packages including e-learning modules for the EIB’s staff on mission or in Luxembourg, particularly in relation to travel security and health care.
