        The tasks will be performed on the Contractor’s premises. However for the in-depth discussion on the designs, the contractor will have to be available for a minimum of two visits to EC in Luxembourg.

        General description:

        Neutron coincidence measurements of fresh fuel assemblies are widely used during safeguards inspections in Low-Enriched Uranium (LEU) fuel fabrication plants in Europe. One instrument type of choice currently used for these measurements is the Neutron Coincidence Collar (NCC), which was originally designed by Los Alamos National Laboratory (LANL). This instrument uses an external Americium Lithium neutron source to induce fission in the U-235 in the fuel assembly. The resulting fission neutrons are thermalized in the polyethylene slabs (3 sides, surrounding the fuel element-under-test) and then detected in He-3 proportional counters embedded therein. The NCC detector can operate in thermal mode or fast mode. In thermal mode, the measurement time is shorter, but the accuracy of the result is very dependent on the poison rod content of the fuel assembly. For this, a substantial correction has to be made to the result, based on the declared burnable poison content of the assembly.

        In the alternate fast mode cadmium liners are added to the instrument. The fast mode provides an answer that is an order of magnitude less dependent on the poison rod content of the assembly but the lower efficiency makes that the measurement time is much longer (for similar accuracy).

        As LEU fuel assemblies are further optimized by industry, they become more complex in design and the need for an improved verification tool has been growing. Therefore optimised designs for new Fast NCCs has been developed in the context of a cooperation between the European Commission and LANL.

        The present tender"s purpose is to award a contract for the production of the mechanical parts of two Fast NCC"s: 1 for BWR type and 1 for PWR type LEU fuel assemblies.

        It should be noted that the contract is limited to the production, assembly and supply of the mechanical parts, spare parts and the provision of suitable transport cases, but does not include the provision, integration or mounting of proportional counters or electronic parts (like high voltage components and preamplifiers).
