                  3 offers were received for lot 3 but 2 of them did not pass the technical award phase. The contracting authority decided not to award the contract to the remaining tenderer since the procedure had been launched with the aim to conclude a multiple contract for job processing services, which gives the contracting authority the opportunity to choose the lowest of the contractors" estimates for each project. Moreover, the procurement documents envisaged re-opening of competition for additional tasks and projects.
