        The contractors of the framework contracts (FWCs) will be asked to submit specific offer(s) to provide support in the areas described in detail under the 4 lots. The support will concern technical, economic and/or scientific questions. The call for tender is divided into 4 lots:

        lot 1 — organisation of exercises;

        lot 2 — organisation of events;

        lot 3 — organisation of training;

        lot 4 — production of dissemination materials.

        Tenderers can submit tenders for 1 or more lots. Each lot has to be the subject of a separate tender mentioning the title and the number of the lot clearly. The submission of an offer covering only 1 part of 1 lot is not acceptable and will lead to the exclusion of the offer.

        The framework contracts will be concluded for a period of 36 months from the date of signature. The framework contracts may be renewed only once for a consecutive period of 12 months.

        The Consumers, Health, Agriculture and Food Executive Agency, in accordance with its mandate and acting on behalf of the European Commission, may sign specific contracts and will be managing, in particular, the administrative, financial part of the contracts.

        Please see below for the short descriptions of the different activities of lots 1–4:

        Lot 1 — organisation of exercises:

        Tabletop exercises:

        A tabletop exercise is conducted with exercise players sitting around a table or desk. By exchanging points of view, each player gets the problem at hand illustrated and knowledge is exchanged amongst the participating players. This type of exercise can be used as a quick test to ensure that preparations are in line with preparedness plans and to give general directions as to how organisation/structures/tools should be developed. This form of exercise has primarily an educational focus.

        Command post exercises:

        A command post exercise strives to create a situation that is as similar as possible to an actual event i.e. using surveillance and intelligence gathering tools and real communication methods. The participating players are likely to operate from their own emergency operating centres or command and control facilities. A command post exercise will concentrate on the policy and interactive elements of emergency response. This type of exercise will demand comprehensive planning and preparation that is different from a tabletop exercise.

        Field exercises/demonstration exercises:

        A field exercise focuses on specific capabilities, capacities, procedures and systems. Typically, it will involve actual deployment of resources required for coordination and response in a setting as realistic as possible without risking the safety of the public or staff.

        A demonstration exercise is designed to show a specific capability or group of capabilities. The most common event is primarily to demonstrate operational capabilities involving actual deployment of people and equipment. Demonstration exercises are most likely prepared for with training on and rehearsals of the capabilities and may be organised for a number of reasons:

        — as a public demonstration of capability to educate the public or future users,

        — as a confidence-building measure to ensure that political allies or potential foes are aware that the capability is credible,

        — to measure the effect of a capability (in such a demonstration exercise, performance standards and measurable assessment or audit criteria should be decided before the event). In the development of a capability this may be referred to as a field trial.

        Case studies:

        A case study offers a method of learning about a complex instance through extensive description and contextual analysis. The case study is based on an unfolding scenario, real or fictitious. The case study provides, in a series of diverse continuous events, a number of specific issues and questions in the specific public health organisational framework. The specific questions are to be addressed and discussed by the participants. Therefore, the issues and questions to be discussed have a didactic purpose.

        Lot 2 — organisation of events:

        Seminars/workshops/conferences:

        A seminar/workshop/conference takes the form of a discussion designed to familiarise participants with plans, roles and standard operating procedures (SOPs) with a focus on questions of coordination and delegation of roles and responsibilities. Typically, such events are conducted by those who planned the exercise and/or the authors of the plan with the support of a logging function to keep track of the discussions; to identify improvements to be made in the plan discussed.

        Lot 3 — organisation of training:

        Training and exchange of experts" modules:

        The training sessions should help participants to hone their skills and professional knowledge related to specific topics. They should also support the improvement of their performance in the workplace. The training sessions should be designed and implemented so as to get participants from different Member States to the same level of understanding of issues and competencies.

        Exchanges of experts" modules are designed to complement training sessions to strengthen generic preparedness and health crisis management across Europe. Host countries will organise programmes on specific topics and participants from other Member States (MSs) will be given the opportunity to learn from experience and exchange good practice. Participants will benefit from this programme in 3 important ways:

        they will have a greater awareness of health crisis management operations, tools and policies at EU level;

        they will have greater competence as crisis managers; and

        they will have a greater understanding of the effectiveness of working together.

        Online training course(s):

        Online training courses are specific, subject matter-led applications of e-learning with specific learning outcomes. Content is delivered via the Internet, intranet/extranet, audio or video tape, satellite TV, and CD ROM. It can be self-paced or instructor-led and includes media in the form of text, image, animation, streaming video and audio.

        Lot 4 — production of dissemination materials:

        Brochures/video materials:

        Production of brochures/video materials aiming at promoting and sharing knowledge on the topics under the scope of the Decision No 1082/2013/EU of the European Parliament and of the Council to be distributed to a wide audience consisting of either the specialists in the domain or the general public.

        Assessment of specific events and processes:

        Assessment is a process that identifies strengths and opportunities in an organisation"s preparedness process. Assessments are conducted through observations and the use of predetermined assessment criteria which outline performance measures expected from participants, identify unresolved issues and analyse outcomes.

        Assessors are chosen based on their expertise in the functional areas they will observe.

        Assessment processes could eventually also be used for the assessment of real health-threat events (lessons learned process).

        Surveys and studies:

        Surveys and studies help to examine a certain topic by systematically collecting and analysing data relating to specific topics, in this case topics related to the implementation of Decision No 1082/2013/EU of the European Parliament and of the Council.

        The choice of the type of activities to be organised will be made on an ad hoc basis. The focus of the activities will depend on the appropriateness and cost-effective way of achieving the aims and objectives identified. The setting in which each of the activities is to be delivered will vary as a result of this choice.

        The activities could vary in scale and dimension depending on the nature and scope of the event, the number of participants, the level of the event (regional, national, EU-wide or international) as well as its duration.
