The 3 lots are divided into 3 distinct but complementary service areas to provide a holistic approach to CSR within the EIB Group. Measurement and reporting of the EIB Group CSR activities in all operational and functional services is a vital tool for the EIB Group to manage and develop its CSR strategy, objectives and targets, in order to meet stakeholder expectations vis-à-vis the overall EIB Group CSR performance.
Sustainability reporting and associate services
Sustainability reporting — provides a broad platform to demonstrate the CSR achievements of the EIB Group activities in response to the material aspects identified by stakeholders through the materiality assessment. It is important that the most material aspects of the EIB Group are reviewed on a regular basis to ensure it continues to meet stakeholder expectations and report in a transparent fashion to reach broadest range of stakeholders.
Associate services — specific assignments may be commissioned by the CSR Division from time to time during the duration of the framework agreement that will help the CSR Division to support or enhance the reporting process as described in Section 4.1.2 of these terms of reference. Specific assignments under this lot will be awarded in accordance with Article 4 of the model framework agreement in Annex II of these terms of reference.
Environmental reporting and associate services
Environmental reporting focuses on the internal activities of the EIB Group and procurement of services including elements such as energy, water usage, waste management, travel (business and commuter), IT and estates. The EIB Group currently applies the GHG protocol in the calculation of its greenhouse gas (GHG) inventory, resulting in an annual carbon footprint report published online.
Associate services — specific assignments may be commissioned by the CSR Division from time to time during the duration of the framework agreement that will help the CSR Division to support or enhance the reporting process as described in Section 4.2.2 of these terms of reference. Specific assignments under this lot will be awarded in accordance with Article 4 of the model framework agreement in Annex II of these terms of reference.
Tenderers are encouraged to propose ways in which environmental reporting may evolve at the EIB Group in line with international standards and accepted best practice. Tenderers should refer to Section 8.3 of these terms of reference for the award phase for this lot.
Advisory services
Advisory, consultancy and support services form an essential part of the CSR Division activity to complement EIB Group business activities. Expert knowledge, research, benchmarking and studies are required to enable the EIB Group to be more proactive in the approach to CSR and further develop its strategies, policies and action plans to embed CSR into the EIB Group culture.
The objectives of the Bank in selecting this particular approach are the following:
— flexibility — services will be secured on a timely, as-needed basis with minimal overhead within a clear and transparent procedural framework,
— reliability — establishing a long-term relationship with a selected group of service providers will ensure consistency and continuity of services, staff and management over the life of the framework agreement.
